Design resources file structure. Organized by incident then by media type. Decide file naming scheme for media files (need sequence numbering?)

When a media event is created fill in the file field with a placeholder that points to an actual file that contains "placeholder" content.

(2) Need a msg dialog to give feedback when an event's time is changed, because otherwise it just disappears.

Provide an easy way to move an event to a new time. Drag and drop would be ideal, but a right-click to bring up an input field would be adequate.
