    38 Highway Model: Modify applyColorToHighwayStretch() so that the MOST SEVERE color of the current and desired colors is used. UPDATE: That won't work when we're trying to reduce congestion.  I think this change needs to be at a higher level of abstraction (in the traffic event model?), where the difference between two incidents is known.
