Various minor enhancements to CMS layer of CPTMS

Neil DOES want the cms map integrated into the ATMS. A stack of buttons (controls) in lower left corner of map is fine. The button should 'stick' in depressed appearance when active.

CMS active icon should include a "halo" as ATMS does. In night mode, the active icon should be a lighter shade of blue that contrasts better with black background.

Fix the duplicate sign defect (described in #75).

Need to add D12's 'cms id' field to rollover text. (This is different than 'index' field that exists in Status.json file.) Neil will get this data from Sergio.

Control button "stack" added in lower left corner for VDS, CMS, CCTV in r305.

Halo is only around selected icon. 

As of Mar 13 Neil says use "index" field for id until we get the "real" cms ids.

Duplicate sign defect went away when we changed to json format msg file andgeojson format location file.

Index field now appears in rollover text.
