FEPSim buffer size problem

Description

The FEPSim currently reads in more bytes over the socket than the buffer is allowed. We must write condensed data from the Highways.java file as opposed to the xml data, which will allow for a reasonable buffer size.

To do so, we must create a new condensed network reader.
