Clearing multiple Incidents causes temporary hang

Description

I think there may be a defect in ATMSBatchDriver if you try to clear two incidents quickly one after the other. It seems to hang for ten seconds or so. The FEP Sim seems stuck in a loop for a while. Don't know how to reproduce exactly.

Since we have switched from ATMS to CPTMS I don't think this is a problem any longer. I can't reproduce it.  It's also very unlikely to happen in a real scenario.
