Description

From jdalbeys slack post: "Brainstorm for a simple console application to drive the ATMS .... User enters three fields from loop.txt: FWY, Dir, POSTMI (nearest whole number), and then an extent or range in miles, and lastly desired color. Example: "5 S 16 3 Yellow" would set the dots on Hwy 5 South starting at postmile 16 and extending for 3 miles to color Yellow.
Advantage: Requires no lookup of lds names."

Implement this console application.
