VDS Data: Write script and check to see if all dots will be driven with this data.

Description

Found the list of all stations and loops on the ATMS. Check to see if missing fields in vds data files are necessary to drive dots. If they are, write script to configure data in format compatible with the NetworkReader?.java class used to read highway status.

Made an attempt, not working, putting lower on the priority list while working on the actual "driving". Entails a lot of work. For now we will just drive the "triangle" and worry about all the dots later.
