25	Create stubs for unimplemented features	jdalbey	bmcguffin	"Prior to letting our customers interact with the application we should write stubs for any features not yet working.  A simple dialog box that says ""This feature is not yet implemented"" would be fine. 
For example, after the ""Generate Noise"" dialog is closed, we should display the stub.  I believe none of the ""Generate"" menu options work yet, so do the same for each of them (after the file chooser is closed).  The search feature in Incident Palette isn't working yet I don't think, so that's another place.
