"+15" to start has no effect

Description

In the incident editor, with "to start" radio button checked, clicking "+15" button should add 15 minutes to start of incident timeline, but seems to have no effect.

Too complicated to fix, and no real good semantic action to take, so deferring for now.

Workaround is add an event to time zero, then adjust the current first event to time one.
