Script Events Panel of Incident Editor empty on initial creation

Description

When a new incident is created, the first time the Incident Editor appears, any events added to the incident won't have their name displayed in the Script Events Panel (lower right of window). If you close the Incident Editor and reopen it, then hovering the mouse over an event icon will properly display its name in the Script Events Panel.
