CAD Client needs loading splash screen

Description

Sometimes when launched the CAD client takes a long time before the login screen appears.  Investigate the cause of the lag, and if not a defect, consider creating a splash screen with a "loading" message.

Couldn't isolate cause of lag.  Implemented splash screen in r525.
