Add incident start from activity log to unified log

Description

Enhance the Unified Logger so when an incident is created in the Activity Log an "incident start" msg appears in the unified log.

The file data_summary.json contains the list of incidents. Add a watcher to this file, and grab new entries to put in the unified log. The first field is the incident number.
