Unable to reproduce. Numerous small changes have been made to ScriptBuilder since this ticket was created, perhaps something fixed this problem along the way.

Steps to demonstrate:
Create a new incident in script builder, add a CAD event, fill in the text field. Save the incident.
copy the xml into incident_script.xml in dynamic_data folder. Start webserver. Open EInotebook. Select Simulation Script tab. Observe CAD events are displayed.
