Display "Incident Start" for first event of an incident

Description

Currently the first event of an incident doesn't always display any content if none of the fields would normally display, such as #188 at 8:00 in the full script. It has only paramics data so nothing shows except the header.

A better idea would be to display "Incident Start", and perhaps the incident description (as on the summary page). The xml parser needs to look for <TITLE>Incident Description</TITLE> under the GENERAL_INFO tag.
