EI Notebook misbehaving during May TMC Academy

Description

Several problems were noted with EI Notebook on Tablet computers by user's during May TMC Academy.

  1. Tablet would momentarily "freeze" when scrolling or switching tabs.
  2. EI notebook timer didn't restart when Sim Mgr restarted.
  3. At one point, the "Jump to Current Event" button (and filter button) disappeared!
  4. The Incident Map couldn't be zoomed down to the level of the city. It seemed to reset to zoom 0 after two or three levels.
  5. Incident Map shows only locations of incidents from Full scenario, not the Practice scenario.

1, 4. Workaround: use Chrome browser.

2, 3. Can't reproduce.
