Remove superfluous vertical white space from header and footer of EI Notebook

Description

We want to try to get as much content on the page as possible and currently there is extra vertical white space at the top of the page both above the tabs and below the tabs.

Similarly there is white space at the bottom outside the green border line.  Maybe just adjust the border so it goes all the way to the bottom of the page.
