Update HAR data layer with actual HAR locations

Description

Currently there are 3 HAR icons in CPTMS at fictitious locations. When we obtain the actual HAR locations from TMC Academy staff (Wendy or Jose) we need to update the HAR layer with the actual locations. The file to be updated is in data_layers folder, har_locations_D12.gjson.

Search FCC site, I found one HAR in San Pedro, which is the closest one I found to D12.
