Skips the dot at: 405 N 8.35 @HOV at 55N FLYOVER

Investigation reveals: The "skip" occurs because the skipped dot is not in the highways map file but is in the highways_startup.json file. So it is displayed in the Google Map, but never updated because it isn't part of the highway network.
