120	Clear CMS Msg fails on ID 1200022	jdalbey	jdalbey	"The ""Clear"" function doesn't work on a specific message sign: 1200022.  This sign is the first one in the cms_messages.json file.  Clear seems to work correctly on other signs. 

Steps to reproduce:

Open cms_messages.json and verify there is a message for the first sign, 1200022.

Launch CPTMS, turn off VDS, turn on CMS. Location CMS sign 1200022, the second sign from the bottom on Hwy 5 near San Clemente. Click on the icon. Observe the message display. Click the ""Clear"" button, the message display clears and the icon color turns yellow.  Wait ten seconds.  The icon turns back to blue.  Close the window and reopen it and the original message is displayed.
