Fix the "white dots" in the ATMS from obsolete VDS data.

Description

When the highway model was changed to use current VDS data, a small number of the ATMS dots went white because the ATMS has obsolete data.

Revised highway model to use only VDS data and ignore the old LDS and LOOP data files in r423.
