Loading incidents deletes existing blank incidents

Description

If a new incident is created on the script, and then the user selects Incidents>Load Incident to bring up the Incident Selection Palette, and then the user clicks "Add" on any incident in the palette, the new incident will be added to the script and will apparently overwrite the existing, previously created incident.
