CMS message log or audit trail

Description

Need a way for instructors to view all the messages students have entered (or cleared) during a training. Not sure best way to do this ... maybe just append to a separate log file whenever a message is modified.

Neil says we don't need a log file now that we have colored icons for cms.  Instructors can just look for the blue icons to see which ones students have altered.  

Instead he likes the idea of a separate page that shows only the "active" CMS in a manner similar to  http://www1.dot.ca.gov/cwwp2/tools/showCMS.htm.   Show the message, route, and postmile for each active cms.
